In accordance with the national, provincial and municipal strategies for developing artificial intelligence (AI), as well as the documents like Shenzhen Municipal Action Plan for Accelerating the Establishment of AI Pioneer City, Longgang District Action Plan for the Establishment of Time- and Space-Thorough AI Application Demonstration Area (2024-2025), the Measures is herein formulated, to promote Longgang District’s high-quality development of the AI industry, to develop Longgang District into a “high spot” in global computing sector and a “pioneer” in global AI application and innovation, and to create a demonstration area for the thorough application of AI.
1. Enhancing the supply of AI computing power
(1) Guaranteeing AI computing resources
Through renting computing power, developing local computing capacity, allocating reasonably computing resources, and other similar means, Longgang District would develop its computing power pool, to guarantee the supply of quality and economical AI computing power for the public service, commercial support, industrial development, etc.

(2) Increasing the supply of quality and economical computing power
Longgang District supports enterprises in the large-model reasoning and training, and generative-AI application and exploration. The district advocates developing national-advanced general-purpose large models and various kinds of task-specific large models like visual models. Each enterprise that purchases computing power would be granted the financial support, equivalent to 30% of its computing power expenses, up to 6 million yuan to the maximum.

2. Enriching the supply of AI data
(3) Reducing enterprises’ data utilization costs
Longgang District encourages enterprises to purchase corpus data from non-relevant sources on data-trading platforms, for the purpose of large-model research and application. The district would provide the financial support, equivalent to 20% of the contracted purchase expenses, with a yearly maximum amount of 1 million yuan to an enterprise.

(4) Advocating data openness and sharing
The district encourages enterprises to release the training-available corpora (including industrial data) on municipally-authorized public data-releasing platforms. On the basis of the factors, such as the scale, quality, frequency, effectiveness, the district would subsidize the releasing of the corpora and industrial data, at 20% of the production costs, with the yearly maximum amount of 300,000 yuan to an enterprise.

3. Advocating the development and application of large models
(5) Supporting the independent development of large models
The district encourages enterprises to develop general-purpose large models and task-specific large models, on its way to become an influential place for the innovation of large models. For each large model inscribed on the national registration list for generative AI services, the district would grant the owner enterprise 500,000 yuan at most, with the yearly maximum to an enterprise not exceeding 2 million yuan.

(6) Advocating the deployment of large models and the creation of more applications
The district supports enterprises in deploying the nation’s registered generative-AI-service-targeted large models and third-party-tested ones, to create more application scenarios. The district would grant the enterprises that purchase large-model-related services the monetary support equivalent to 30% of the performed contract payments made for the services (such as inscription, deployment, development, optimization), with the yearly maximum of 2 million yuan to an enterprise.

4. Facilitating the pioneering development and application of AI products
(7) Supporting the application of embodied AI robots
The district supports embodied robot enterprises in the product research, innovation and creation. The district would grant the monetary support equal to 5% of the research and development expenses, for the initially-trialed but unformed embodied robot products; and the monetary support equal to 50% of the production costs, for the initially-launched embodied robot products. Totally, the yearly maximum granted to an enterprise should be 2 million yuan.

(8) Promoting the innovative development of intelligent products
The district encourages the AI-integrated development of consumer electronics business and the dominant traditional business, involving the glasses, gold and jewelry, clock and watch, clothes, furniture, toy, etc. The district encourages the in-depth cooperation with intelligent technology enterprises in the product research and development, to achieve the leapfrog development of the traditional business. As an enterprise engaged in the above-mentioned business releases an AI-enabled product, the district would provide the monetary support of up to 30% of the research and development expenses, with the maximum of 300,000 yuan to an enterprise.

5. Making demonstrations for AI application
(9) Establishing a center of time- and space- thorough AI scenarios application
The district is devoted to building a bridge between the supplies of and demands for innovative models and application scenarios, so as to better serve enterprises’ AI-oriented technological transformation and industrial application. The district would also release the Capacity List of AI Application Scenarios, to let AI models benefit more industries and sectors, such as public service, public space, smart traffic, new industrialization.

(10) Supporting the demonstrative AI scenario application projects
The district encourages the enterprises in every sector and industry to capitalize on AI and make self improvement. It advocates the demonstrative role of space- and time-thorough AI scenario application. Each year, the district would choose at most 20 projects which could play an industry-leading and exemplary role in the AI scenario application (but government-invested projects should be excluded), and provide a maximum monetary support of 2 million yuan, at 30% of the actual investments involved.

6. Improving the core-technology innovation capacities
(11) Supporting Key Technological Breakthroughs
The district encourages the innovative development of the core and generic technologies in the AI and embodied robot sectors, through granting a maximum support of 3 million yuan to each eligible project, at 50% of the total investments. The district also supports enterprises’ implementation of the scientific and technological projects regarding AI and embodied robot, with a maximum support of 2 million yuan singly. But the yearly amount to an enterprise should be 5 million yuan at most.

(12) Supporting the establishment of public technological service platforms
The district encourages enterprises to establish AI industrial bases and other types of public AI technological service platforms. It strives to serve enterprises’ AI technological development, large model testing, identification and verification, data supply, talent training, etc. The district would offer the maximum support of 4 million yuan for each authorized platform. The district would assess such a platform with certain criteria. It would grant 500,000 yuan at most as a platform meets the criteria. But the district would never offer support to a platform for consecutive 3 years or 4 times, nor grant more than 5 million yuan to an enterprise.

7. Optimizing AI industrial ecology
(13) Supporting the establishment and operation of industrial parks
The district supports the establishment of AI industrial parks with its own characteristics. It would grant 1 million yuan, once for all, to the operators of an identified municipal-or-above-level famed AI software park. The district also strives to promote enterprise clusters. Each year, it would grant 2 million yuan at most to the operators of the industrial space which accommodates a cluster of AI enterprises. Moreover, it would yearly grant 4 million yuan at most to the operators of the industrial space where the cluster of AI enterprises has grown to a certain extent.

(14) Enhancing the introduction and cultivation of AI professionals
The district supports AI enterprises and embodied robot enterprises in introducing and cultivating foreign and domestic professionals, young sci-tech personnel and excellent graduates. It would offer support to the eligible ones. The district supports the high-level professionals’ establishment of AI enterprises, while encouraging the appearance of more national high-tech enterprises. It inscribes the eligible enterprises into the coverage of the favorable government-subsidized housing policies. The district would promote the cultivation of AI developers, as well facilitating the AI training and certification. It would make continuous efforts to conduct surveys on the industrial personnel, formulate and carry out more targeted talent policies, and adjust accordingly the coverage and extent of the talent support. The district would improve the service mechanism of “Shenzhen Talent Pass - Longgang District”, better serving AI professionals’ living, children education, business-starting, etc.

(15) Enhancing the financial support
The district encourages the AI-industry-favorable venture and investment mechanisms sponsored by financial institutions, social capitals, and various investment funds, so as to better enterprises’ financing environment and enhance the tolerance to risks. The district advocates enterprises’ entry into stock market, merger and acquisition. It would also strive to broaden enterprises’ financing channels and set up Longgang District AI Industry Funds.

(16) Creating a favorable industrial atmosphere
The district encourages enterprises, industry associations, private and non-enterprise units to hold AI, embodied-robot, and other related activities of international and national significance. After being registered with the related industrial authorities, such an activity would be subsidized at 30% of its actual costs, with the maximum support of 3 million yuan.

8. Supplementary Provisions
(17) As the document and Longgang District’s other favorable policies become applicable simultaneously, an unit could independently apply for whichever is more favorable, with any repetition prohibited. Otherwise, the industrial projects of great social and economic significance should be subject to separate discussion.
(18) Controls on the total amount of the fiscal funds are applicable herein.
(19) Any contradictions between the document and Longgang District’s other favorable industrial policies which come earlier than it, should be settled, subject to the document. Otherwise, everything should be subject to the laws and regulations, as well as the higher-level policies available.
(20) Longgang District Industry and Information Technology Bureau should be responsible for the interpretation of the document.
The document would come into effect since 2025 January 10, with a validity term of 3 years. And, Longgang District Industry and Information Technology Bureau should decide the detailed rules for the purpose of implementing the document.
